Job Summary:

The Medical Death Certificate Senior Officer position is aimed to support the implementation of the National CRVS Strategy in areas related to death notification, certification, and capacity building. The incumbent is to ensure the establishment of death notification and cause of death certification system in the hospitals (Private and Public) and ensure proper reporting based on the ICD-10/11 coding.

Duties & Responsibilities:

The incumbent will perform the following duties:

   Assist in the establishment of the death notification and certification mechanism at the hospital and community levels.

   Work closely with HMIS for streamlining reporting through the establishment of Start-up Mortality List (SMoL) in DHIS2

   Train hospital staff on ICD-10 coding and develop the capacity of hospital and health facility medical staff

   Ensure coordination with BPHS and EPHS implementers, National Statistic and Information Authority on death reporting, registration, and certification.

   Produce National hospital mortality statistics for Afghanistan based on received notifications from hospitals and the community.

   Strengthen Verbal autopsy methods for community deaths where deaths do not interface with health facilities before burial.

   Conduct Supportive supervision of the Death certification program and take remedial action when needed.

   Any other task assigned by the supervisor

Job Requirement:

Competencies:

1) Having an MD degree or bachelors in public health with two years’ work experience in vital statistics, the medical cause of death certification.

2) Good Knowledge of the Afghanistan health system

3) Minimum 5 years experience in relevant area and experience of working in public relation

4) Fluency in English, Pushto, and Dari Language is a must.

5) Willingness to work long hours and weekends and completer the deliverables

Functional Skills and Knowledge:

1) Must have a good command of computer skills

2) Excellent communication and report writing skills

Educations:

Essential: Bachelor’s degree and technical courses in a field related to the work performed.

Experience:

Essential: 2 years of related experience.

Desirable: Relevant experience in the UN system

Languages: Very good knowledge of English and the local language.

IT Skills:

– Good knowledge of Microsoft applications.

Criteria

   Screening of the candidates;

   Long List – The candidates shall be longlisted base on the minimum qualifications and relevant experience to the Vacancy Notice (VN).

   Short List – Further shortlist shall be done base on years of relevant experience, higher education, and required skills.

   Assessment method:

   WHO may conduct written/presentation and interview or combination of the mentioned mediums to select the most qualified candidate.
