The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on child protection, education, economic wellbeing, health, and power. The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs over 500 staff.

Job Description:

  • Coordinate internal resources and third parties for the timely execution of programming
  • Ensure that all technical programmatic elements are delivered on-time, within the scope, and the budget of the Project
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility, including National partners, and provincial level INGO and NGO implementing partners of ECW
  • Ensure resource availability and allocation for multiple technical components across 5 technical result areas
  • Develop, oversee, adapt/adjust, monitor, and track detailed project work plan and implementation plans for technical deliverables.
  • Manage changes to the project scope, project schedule and project costs using appropriate verification techniques, linked to adequate resource allocation, client and partner feedback, and donor feedback
  • Oversee the development of key MEAL planning, including oversight of Project Baseline across 9 provinces through a contracted agency, standardization of MEAL tools, and outcome measurements
  • Oversee the development of key research activities, including design and implementation research, in coordination with Headquarters Research teams and initial planning for a full Randomized Control Trial (RCT)
  • Coordinate Headquarters Technical Support and inputs across multiple cross-cutting areas, including curriculum design and review, research and MEAL, and community engagement
  • Report performance challenges with either implementing partners or technical partners, and make proper escalation in an immediate fashion
  • Ensure technical standardization of delivery across 9 implementation partners through rigorous oversight of MEAL tools and technical training delivery at both Kabul and Provincial levels.
  • Perform risk management to minimize project risks and ensure on-time deliverables and/or mitigation measures for implementation delays
  • Create and maintain comprehensive project documentation linked to the successful start-up of technical program deliverables, for both external auditing and internal project management
  • Meet with clients to take detailed ordering briefs and clarify specific requirements of each project
  • Delegate project tasks based on junior staff members’ individual strengths, skill sets, and experience levels
  • Track project performance, specifically to analyze the successful completion of short and long-term goals
  • Collaborate set and review monthly targets and weekly work plans for the project with IPs and Project staff
  • Meet budgetary objectives and adjust project constraints based on financial analysis and oversee the Consortium Technical budget as budget holder
  • Ensure the effective and donor-compliant management of the project budget through close collaboration with the Finance department
  • Direct management of key project technical team staff, overseeing management and key personnel deliverables regularly across 5 cross-cutting result areas, including:
  •  Access, Equity, Quality, Transitions and Protection, and Safeguarding
  • Representation of the Technical Consortia in external meetings with key stakeholders including the MoE, ECW, EiE WG, and broader donor community
  • Extensive project planning for successful project start-up, including overseeing the creation of detailed project work plans, MEAL plans, and detailed implementation budgets
  • Experience with Consortia technical management, preferably at a larger scale and scope (5-10 provinces, multiple partners)
  • Experience in managing large scale, technically complicated, EiE project startup
  • Experience in overseeing technical deliverables focused on capacity development and MEAL standardization
  • Experience in managing diverse technical teams and ensuring timely deliverables
  • Experience with intense time demands and startup pressures with multi-lateral donors
  • Strong experience in start-up project planning
  • Experience with specific technical result areas a plus, including:
  • MEAL and Assessment Standardization
  • Curriculum design and review
  • Capacity development at national and sub-national levels for multiple partners (INGO and National)

Job Requirements:

  • Master’s degree in Management, Education or relevant
  • Five to seven years of experience in relevant field
  • Excellent English, Dari, and Pashto
  • Self-motivated, possessing persuasion skills, ability to maintain relationships,s and able to work on own initiative.
