Called in memory of NED’s two architects, former President Ronald Reagan and late Congressman Dante Fascell (D-Fl.), the Reagan-Fascell Democracy Fellows Program is a federally sponsored foreign exchange program that offers opportunities for democracy advocates, writers, civil society leaders and academics from all over the world to spend five months in the National Endowment. Located within NED’s INTERNATIONAL FORUM FOR DEMOCRATIC STUDIES, the program offers a collegial atmosphere and a rich theoretical setting for educational exchange and professional development.

The program offers professionals five-month fellowships to develop approaches and methods for building democracy overseas, and five-month fellowships for researchers to perform original publishing work. Fellows reflect on their experiences while on residence; engage with counterparts; conduct research and writing; consider best practices and lessons learned; and develop professional relationships within a global network of advocates for democracy. Fellows are supposed to finish a written report concerning their planned research project.

  • Be eligible for residency work at the Washington, DC International Center for Democratic Studies. Fellowship duration of 5 months (October 1-28, or March 1-31). Throughout this time no other fellowships or jobs can be held.


Applicants on the practitioner track
  • Have extensive practical experience working in their country of origin or interest to support democracy or human rights
  • The applicant should Be mid-career professionals
Applicants on the scholarly track 
  • Possess a doctorate (a Ph.D., or academic equivalent) at the time of application
  • The applicant should have a proven record of publications in their field
  • The applicant should have developed a detailed research outline for their fellowship project
