The purpose of the task

Administration, leadership, coherence, and coordination of all municipal affairs

Duties

  • Preparing and arranging the work plan of the relevant municipality and its purpose
  • Municipalities implement the objectives and work plans with a view to the application of IDLG
  • Consult with the Deputy of Municipalities regarding all executive and policy issues of the municipal department
  • Provision of services, organization of work affairs, administration and management, and coordination with the independent administration of local bodies and local people
  • Supervise and control directorates as well as all programs, projects, service delivery and other municipal activities
  • Enforcement of laws and regulations related to municipal governance and exercise of legal powers of municipalities
  • Issuance of licenses and licenses and their suspension and revocation in case of violation of legal conditions
  • Ensuring obtaining building permits and demolishing illegal buildings with the cooperation of relevant departments
  • Measures to preserve municipal property and natural resources related to municipalities
  • Listening to and resolving residents’ problems regarding municipal affairs
  • Develop a comprehensive plan and take timely action to increase revenue and revenue sources, grow and collect revenue, develop green areas, and preserve the environment and use it to implement development plans, goals, and priorities of municipal programs.
  • Accepting assistance and donations on behalf of the independent administration of local bodies in accordance with the laws of the country
  • Promote and encourage participatory culture and urbanization among city residents
  • Consolidation, separation, and registration of personal and state property
  • Construction and maintenance of municipal utility facilities
  • Establish friendly relations with governmental and non-governmental departments and the private sector in accordance with the laws and regulations of the country
  • Coordination with other departments of the Independent Administration of Local Authorities and Provinces of the country and joint efforts with district municipalities to establish and organize a municipal association of the Independent Administration of Local Authorities
  • In accordance with the law of municipalities, in carrying out activities in financial areas, infrastructure, providing services and implementing plans independently, sends letters and proposals to the center through the provincial authority in accordance with the hierarchy.
  • Ensuring the implementation of other duties assigned by the authorities in accordance with the laws, regulations, and objectives of the department

 

Conditions of employment

The minimum requirements for this position are listed in Articles (7) and (8) of the Civil Service Employees Law

  • Having only Afghan citizenship
  • Completion of 25 years of age
  • Have at least a bachelor’s degree and a higher degree is preferred
  • Have at least three years of work experience and the ability to work in leadership and management
  • Ability to identify urban problems and challenges, the ability to design municipal policy, the ability to design and implement detailed urban plans, sufficient experience in managing challenges and problems, law enforcement and policy skills
  • Having the ability and skill to prepare economic plans, increase revenue, strengthen public relations, and involve people in urban activities

 

  • Failure to convict of crimes against internal and external security, crimes of land rage and public property, crimes against humanity, or crimes mentioned in Article 3 of the Law on Supervision of the Implementation of the Anti-Corruption Strategy
  • Having competence, good character, and good reputation

 

Salary

Payment of salaries According to the provisions of the law on the regulation of salaries of high-ranking government officials, other privileges are implemented in accordance with the relevant legal documents.
